欧州復興開発銀行（EBRD）は、中東欧、中央アジア及び北アフリカ地域等の市場経済への移行支援並びに民間プロジェクトへの投融資を行う国際開発金融機関です。1991年の設立以来、6,600件以上のプロジェクトに1,800億ユーロ超の投融資を行ってきましたが、最近ではウクライナやその周辺国に対する支援等で積極的な役割を果たしています。

今般、EBRDの現役幹部を招いて、ウクライナ支援の経験を中心に、昨今のEBRDによる活動について紹介するとともに、来るべきウクライナ復興支援を含む今後のEBRDの方向性について、講演を行います。また、今後のEBRDとの連携可能性についてお考えいただくきっかけとして、過去の日本企業との協調事例をご紹介します。

講演者紹介

ソハ・エルターキー（EBRD財務担当副総裁）
Ms Soha El-Turky
Ms El-Turky is the EBRD’s Vice President, Chief Financial Officer (CFO). A national of Egypt, Ms El-Turky took up her position at the start of February 2020. She is a member of the EBRD’s Executive Committee, the Bank’s most senior management team, the first to be appointed from the EBRD’s southern and eastern Mediterranean region. Ms El-Turky joined the EBRD from Banque du Caire, where she had been CFO since April 2018, based in Cairo.
She previously worked at Barclays, where she spent nearly eight years in various executive roles, including that of Corporate Banking CFO, based in the United Kingdom. Before Barclays she worked at Citi, which she joined in 1999. She has worked in both the UK and Egypt, with experience in finance, business development and risk management.
She graduated from the American University in Cairo in 1994, majoring in Business Administration. She completed an MBA at the same university in 1998. Ms El-Turky also received an Executive Diploma in Financial Strategy from Oxford University in 2014.

カルロス＝サン・バシリオ（EBRD経営戦略局総局）
Mr Carlos San Basilio
Mr San Basilio is the EBRD’s Managing Director, Corporate Strategy. Mr San Basilio took up his position in September 2021 with overall responsibility for formulating corporate strategy, including advising the President on strategic options for the Bank and developing the Bank’s core strategic documents.
He also manages relationships with other international financial institutions and leads on cross-departmental special initiatives. Mr San Basilio is a member of the Executive Committee.
Prior to this position, Mr San Basilio served as Secretary General of the Treasury and International Financing in the Spanish Ministry of Economy, in charge of financial legislation, government funding and relations with international financial institutions and the EU.
Other senior positions held by Mr San Basilio in the public sector are Financial Counsellor at the Permanent Representation of Spain to the European Union and Managing director at COFIDES -Spain’s public-private venture capital specialist abroad. He also worked in the private sector, at Santander and MTS, a subsidiary of London Stock Exchange Group managing fixed income markets.
A graduate in Economy by the Universidad Autonoma de Madrid, Mr San Basilio also coursed a Master in Public Administration at the Kennedy School of Government, Harvard.

小口　一彦（EBRD事務局長）
Mr Kazuhiko Koguchi
Mr Koguchi is the EBRD’s Secretary General. Mr Koguchi took up his role in August 2021. The Secretary General is a member of the Executive Committee and works with the President, the Board of Governors and the Board of Directors. In addition to assuming responsibility for the EBRD Annual Meeting, the Secretary General promotes the mission of the EBRD to the Bank’s members and international institutions.
Mr Koguchi has had a long career working in government and international institutions. He started his career at the Ministry of Finance of Japan, where he held senior positions in the areas of international finance, trade and taxation. He represented his country as Executive Director at the Boards of the World Bank Group, as well as the Asian Development Bank. At the EBRD, he previously worked in the Financial Institutions team, and in country management in Central Asia.
A Japanese citizen, Mr Koguchi holds a Master of Business Administration (MBA) degree from the University of California, Berkeley and a Bachelor of Economics from the University of Tokyo.
